Check fuel at the motor

Now that it has gotten way below freezing in Minnesota, I have a feeling the gas in my tank is bad...possibly had some water in it and now its frozen in the lines. The car won't start at all now. It tries to fire up, but it won't go all the way. I just don't think I am getting fuel to the motor. A friend of mine said there should be a valve stem on the fuel rail that I can use to see if fuel will spray out of it to make sure I'm getting gas to the motor. I am not really sure if there is or not, what it looks like for sure if there is, or where exactly it is. This is my first camaro and I'm learning a lot as I go. Let me know if anyone knows what my friend was talking about. The car is a 91 z28

Is it a TPI motor or a Throttle Body motor. I know you say it's a z28 but I've seen them badged with both styles of motors in them.
TPI. Look for the injectors, above them is the fuel rail. follow that fuel rail and you should see a nipple that has a cap on it. Take the nipple off and look. You'll see it has a valve installed similar to a tire valve. Put a fuel gauge on that and you'll know your pressure.
Throttle body motor, you can't really tap into them without removing the line. Best bet there is to look for fuel shooting out of the injectors. This doesn't mean it is no fuel only. the injectors may not be pulsing. To avoid that confusion, put a "noid light" on one injector to make sure the injectors are being pulsed, then feel the other as someone turns the motor over, you should see the light come on and off, feel the other injector "click" and then see if fuel spraying out in a cone shape. Now, you can skip the noid light and feel for the click only, but sometimes it's tough to feel it or here it with other noises present.
