I dont know the stats for sure. But the fastest 1/4 mile would probly be a Ariel Atom 2. They are amazinly fast. I beleive they are not only the fastest accelarating I4 in the world but also the fastest accelarating car period. (dont know for sure) Its pretty much just 2 seats on a frame with braks & steering power'd by a supercharged I4.
My other 2 guesses would be the ultima GTR and the Exige S.

If you are talking modified I doubt you could ever settle on one: some many people modified so many cars. Somewhere out there some guy probably has a Ford Pinto running 50 lbs of boost and doing 8s (really, it would not surprise me).
I you are talking stock from the factory, then you have to include some fairly rare but kick-*** fours made in Italy way back when. In the 70s I had a 1964 Alfa Romeo Sprint Special' Zagato (quite a mouthful, all that):It was a short, squat but very streamlined littlething thathad only a 1.75liter all aluminum four, but four sidedraft Weber carbs, a special head with DOHCs and three valves, headers, etc., and a 5-speed (very rare for the time)-- and it weighed less than 1700 lbs! It had to be retuned nearly weekly (the Webers) but it was very fast for its time, just slightly slower than the Ferraris, I'd guess about what an Evo or STi does today. Some of the four cylinder Lancias of the time were even faster.
