Actually, "a gutted cat" is a catalytic converter that thecatalytic mesh inside removed so that air will flow through it better. People remove the cats and use drills or various power tools (a sawzall) to cut their insides out. Real pros drill them out entirely and then ram a straight pipe through them so air flow is undisturbed. Put them on the car again and you can pass a visual at state inspection time.
It's illegal, which most people who do that don't care about at all, but it does little if anything to add much power unless you have a very modified engine, then it helps

You don't want one. Unless you know, for sure, that a guy in a viper will put 200 bucks on a race. It only works on 3600 V6 Camaro's. Guaranteed (not by me) to win. That must be the only mod.
