Exclamation Lost on my air intake

Ok i have an 89 camaro rs v8 ive had the car for only a few months and i wanna make it run a little better. Now you should know how enclosed the stock air filter is. WHAT CAN I DO ABOUT THAT??? also i have oil in that caseing and a hose going in from the left with a filter sponge on the end and i think the oil is comming from there but im not sure i would like to know what that hose is and why there might be oil comming from it thanks

also what can i do to make it run better and faster i plan on adjusting the timing after a tune up
its not that fast being tbi or carbed

Here's what I did on my old 91: https://camaroforums.com/forum/82-92-general-10/open-air-cleaner-install-305-tbi-28278/
For the cold winter months, I put the stock filter and heat riser back on.
That tube/hose from the valve cover to the air cleaner is a crankcase vent. If it's all gunked up with oil, it means you're getting blow-by which is caused by worn piston rings. In one of my pictures, you can see a chrome breather laying on it's side. I temporarily used an old breather I had sitting around and stuck it into the factory hose. I did buy the right push-in breather (smaller fitting of the two available) and put it into the valve cover in place of the factory tube.
