Can't bore a 350 to become a 383, there will be no cylinder walls left. A 383 is a stroked 350. The stroker crank has the same stroke as the 400" small block, but uses smaller journals to match those on a 350. For prices, look for a 383 stroker kit. It should include crank, pistons, rings, bearing set, gasket set, and possibly stronger connecting rods. The entire rotating assembly must be balanced. The stroker kits are available either internally balanced or externally balanced as the 400" small block. An internally balanced assemble is more desirable as it lowers the stresses on the crank.
