Are you using a noid light to check them or are you assuming they are not because the car will not run? The icm and PCM are what control the pulsing however i believe that a failed crank position sensor can cause no injector pulse this will also cause no spark. I believe that typically the Crank Pos. sensor is what tells the PCM and ICM to "switch" the ignition and injector circuits. Cylinder position is used to trigger them both within milliseconds of each other. Look for a diagram of the injector circuit and if you find a system operation description of the circuit to see if this is how this specific system operates.
