Starting problem, engine control fuse

Another starting issue. An intermitten problem getting power to the 15 amp engine control fuse to allow the car to start. When the test light shows power to the fuse the car fires fine, but when there is no power to the eng control fuse it will turn over, all lightswork,but the car will notfire.
Any solutions? We don't know the wiringconnections to this fuse. It seems also that either something in the steering column or a sticking relay somewhere, if there is one,maynot allow power to the fuse. I have two keys and have the same problem with either so it is probably not the key chip. Sometimes it seems that turning the ignition on and off very quickly solves, (or contributes to) the problem. Help is appreciated.

Thanks for the fast reply. Opinions seem to be ignition switch or exhaust related but no one really anwers the question of why it happens sporatically, and cranks but will not fire until power finally gets to the engine control fuse location. How would the cat converter cause the no power to fuse problem? I'm not a mechanic but due to the Camaro I am learning.
