RPMs question

When I press on the gas, it'll go up about 300-400rpm then go down and car will actually move, is this normal? The previous owner said it has a chip in it if that helps any.

3000 - 4000 or 300 - 400? Mine doesn't even idle that low.

Transmission is probably slipping (flaring), or low fluid, or torque converter problem. Check transmission fluid first.
