Default P0441 in 96 3.8L

I have a P0441 code, I did a smoke test and found a leak above the gas tank. Will cutting an access hatch over the fuel pump help seeing a hose that might be cracked? All of the pictures I saw online show only metal fuel lines and no rubber that I would believe where a leak would occur from rotten hose. How far do the metal fuel tubes go until a hose connection is found. Can you reach any tubes through a hatch or should I cut a second hatch closer to the vapor canister?

It could also be the purge valve to the cannister as well. I'm less likely to thing it has anything to do with a gas line but rather the evap system itself. As for the leak at the top of the tank is it a line or maybe the seal around the pump housing at the top of the tank that's leaking.

I put a new purge valve and canister all the hose were connected to the canister. Must have a loose hose going to the fuel pump.

Then check the fuel return line that can throw a P0441 as well.
