Default Ignition switch issue?

How do you get to the ignition switch. Do you have to remove the steering wheel or can you just lower the column down.. sometimes I go to turn on the car and when I put the key in to turn it it turns without catching. And also when I turn it off if I don't turn the key right it doesn't turn off correctly. I can tell cause the dome lights don't come on and I gota turn key to on and back to off till I get it right. So I don't know if the switch is broken or loose and out of place and the rod isn't working right. I hope this makes sense. I'm just trying to find out how to get to the switch the easiest way. Please post your comments.
