You have a copy of the parts manual from this site? According to adobe page 920 show the exploded view. Ignition cylinder is item 28. It move part 45 I suspect that locking of the steering wheel is the problem. That is all the way to part 6. So something between part 46 and part 8 is binding. Course that is a complete guess on my part I would feel better about that guess if I could feel it. Do you have any of the tools needed to pull a wheel? You will need a gear puller. Once the wheel is off you will need something to compress the spring (8) behind wheel locking plate then you need to get the sping clip out of there. All very fun without the right tools.

Autozone has both a steering wheel puller and Steering lock plate remover. I think they part of their loan a tool.

Thanks Gorn! I have a gear puller but that is all. I will look at the pages you refer to. If I turn the steering wheel left and right really hard it will allow me to turn it off and remove the key. The key is on the back burner right now. We are in the process of getting to the heads to replace the head gaskets. Hopefully tomorrow, we will have the bolts soaked well enough to get the manifolds off the heads. Always some fun happening around here.
