How in the hell do i fix this?
Option 1
I think you can get patch pannels if the holes are smaller you can just get some 18 gage sheet metal. I like the butt weld. Flange welding is not uncommon in floor repair as long as it will not be a show car.
Option 2 Cut away all the rust and cut out a patch pannel about 1/2-3/4 larger then the hole you cut. Get some Body pannel epoxy from a paint supply store and glue that bad boy down. It would be just as strong as the above repair but not as pretty.
Option 3 Cut away all the rust and cut out a patch pannel about 1/2-3/4 larger then the hole you cut. Drill screw hole thru both the floor and the pannel. Remove the pannel put a bead of silicone all the way around and use sheet metal screw. Not as strong as the above repairs but will pass most safty inspection
Option 4 Steal a road sign, wedge in the back and stomp it into shape. You should pull the carpet up first. Once you got it good and stomped go git you some of that thick driveway tar. You know the stuff that fills them cracks. Get a big ol brush then just gob up the whole underneath. Bam its ready for craigs list
Option 5: Slop some bondo in there and call it good...enough.
Option 6: Chew up a huge wad of bubble gum and flatten it out to make a patch. You ever try to get that stuff off a sidewalk?
