The balast has something to do with the power because it takes more power to get the bulb going but less to keep it going so i am assuming the ballast has something to do with regulating power. I got mine from hidkit.com it comes with two lights two ballasts two metal mounts and two pieces of dubble back adhesive. I just used the adheasive.

Those are housings for 93-97 sealed beam headlights to convert them to adding just bulbs and/or HIDs. So you need something like that PLUS HIDs & ballasts for 93-97 Camaros...
