yes it is illegal. the halo's are illegal too. most say they are DOT approved, but the only ones that are legal are the white halo. I know there is a manufacturer out there somewhere that makes a halo housing that you can flip a switch and you can alternate between 2 colors, in your case blue for show, white for on road. as far as the blinkers and stuff go, you will be lucky to get away with the "hyper white" type bulbs.. w/ blue you will eventually get fined..
