How can I get better gas mileage on my 1994 5-speed. Right now I'm getting 17mpg. It was getting 14mpg before I put injector cleaner in my fuel... Ideas?

off the top of my head,,, check fuel pressure, check for leakage at the fuel pressure regulator, replace 02 sensors, new spark plugs, test evap system, test egr, test and clean maf, test map, scann for trouble codes, test/check knock sensor, check brakes for excessive drag.

Would exhaust do anything? My cat is bad and needs replaced. When I do that I'll have a Z28 dual outlet exhaust installed. Also I'm going to replace the air filter. Will this do me any good?

air filter and exhaust will add power but do little to mpg. a tune at a dyno shop or a place like pcmforless will add power and mpg. fit and performance wize k&n, moroso and slp make the cai setups that work best on these cars. plugged cat can ruin the 02 sensors and plugs as well as screw mpg

Step one is getting the car back close to where the it was when it was new. If your problem is an O2 sensors then it will not matter what you do to the car until the O2 sensor is replaced. I am just using the O2 sensor as an example but get everything working right then look to a nice CAI and Duel exhaust and a tune. Sounds like your cat should be the first thing you address.

Well I wouldn't call mine a plugged or clogged cat. It's just rattling like crazy. I can still run my rpm's up to 6000. I was told if the cat was clogged/plugged that I would be lucky to get 3000rpm... And btw, there are no dyno shops around where I live. Or so I don't think so. How much would it cost to do a tune at a dyno shop?
