Default 95 Camaro 3.4 won't start

I bought a 95 camaro 3.4 , the wiring harness was toast, looks like one of the fuel lines had a pin whole in it and the kid i bought it from used black tape to fix it . well it didn't and burnt up a good section of the harness , I went to a junkyard and found the same exact car which I was able to get the wiring harness , EGR sensor, MAF sensor , ECU , and vac lines, have it all hooked up but can not get the car to start .
I have spark and there is power going to the injectors but I do not know if they are pulsing . fuel pump is not coming on when I turn the key , but if I jump the prime lead I hear it run and pumps fuel , I tried jumping the relay and that also gets the pump to work but car still wont start . if I spray starter fluid into the intake if fires right up but quits as soon as the starter fluid burns off .
I have checked every fuse in the car that I can find and also replaced the fuel pump relay and am lost as to what to try next .
