Default 95 Camaro won't start

I haven't had any major probs with my car for 2 years now. The last issue I had (and had every year for 3 years prior) was an electrical problem with the wiring and/or wiring harnass. In the past the car would start backfiring while I'm driving it or just stalling out . This time, I drove it and parked it for about an hour (again- I haven't had any probs for 2 years now) and when I came out, the car would not start. I had lights, radio, dash board, headlights etc, but the car would not start. I have a mechanic looking at it and he said it is not the starter but seems to be electrical. He doesn't know much about that so he is waiting for a buddy to come look at it. Does this sound like it could be the wiring harnass again or maybe the security key?

If the starter can spin the engine it is not a security key problem.
