Headlight problem

Post Headlight problem

I currently have a 93 Z28 camaro and im struggling with the headlights. I have acces to only the high beams, like it won't switch back to the low beams. On top of only having the high beams they will flicker sometimes, and will shut off for a few seconds randomly. I have put a new battery in it and made sure the alternator is good. Any ideas as to what it could be? A bad ground? and any ideas as to why my headlights won't switch back? All the bulbs are good.

sounds like the switch. it may need adjusting, or in my case the whole unit at the column was moving so i slipped a zip tie on it to hold.
