Default Replacing instrument panel?

Hey guys, I noticed this morning as I started my car that the odometer has a weird flicker to it. Seemed to go away as I continued to drive, but it got me thinking about the potential for it go fail entirely, and if it does, replacing it.

My question is this, since the odometer is electrical, if I buy a replacement ins. panel, how would one go about setting the new odometer to the true value of the car, and not what it was on whatever donor car it was taken out of? I know it's something like a 10k fine for altering the odometer readings and I would very much like to avoid that lol.

Thanks
