Default Windshielf Wipers won't park on my 94 Camaro

Anyone know why my windshield wipers won't "park" on my 94? They stop at the normal position where they would normally be on the bottom of the down stroke, but won't go the rest of the way down when I turn them off.

Any help is greatly appreciated!

You need a new pulse board. I had the same problem. Look at like an autozone or something. they should cost around $40. Its under the windshield cowl on the drivers side. be careful when disconnecting everything. I broke the wiper linkage on mine and that was a few hundred bucks to fix. Good luck! Oh and make sure to seal the new board with a bit of silicone!
