Default What is this thats leaking on the steering rack?

I've got a moderately aggressive power steering leak (started very small a couple of weeks ago and has gotten much worse since) that appears to be coming out of a round disk on the bottom of my steering rack, I'm convinced that's where it's leaking from because the steady drip and when the steering wheel is turned it spits aggressively. I was curious what this piece does exactly and does this part just pop out and need a new gasket or something, or do I gotta replace the whole steering rack.
pics attached.

I have not rebuilt a rack in a while but I believe that is a dust cover, Right underneath it is a nut that allows you to tighten up the pinion/manifold. It is not designed to hold in power steering fluid. It should also never see pressure from the powers steering pump.

Long story short you need a new rack IF YOUR 100% SURE THE FLUID IS COMING FROM THAT COVER.
