Default What is this and a line plugged in?

I am a weekend warrior mechanic. I have a 97 Camaro 3.8L V6. I have recently begun to tear down the motor to replace a lot of the more common things under the hood. Long story...

Anyway, this was mounted above the passenger side valve cover. I don't have a manual for the car yet and I cannot find any diagrams right off hand to identify this part.

I am also confused about an area of this part. I circled in red what I am talking about. When I removed this part, there was no line plugged into this boot. Is there supposed to be something here? Before I put it up on jack stand a week ago it was throwing a fuel evap code. Is this related to that?

Any help would be greatly appreciated!!

Thank you.

Thank you VERY much! I had a feeling that it was part of the system. Looked like whoever had the car before me had replaced this part because they had used a zip tie to secure it (for some reason)

Now I am thinking the problem lies under the car.

Thank you again!!!
