Well it sounds like you got her loose and turning over that's great!
Before you try to start it get some fresh oil in the motor,something cheap will do because after she starts and runs for a few minutes a couple of times you'll want to change the oil and filter before trying to drive it.
When you get that far you'll want to change the oil and filter again after a few trips around the block to get as much of the rust out as possible.
Then I'd change it again after a couple hundred miles,you want to keep fresh oil in her as much as possible for a while and change that filter with it.

Sounds like you may have a shot at saving it but there still no guarantee it won't be a smoker with weak compression.
I have saved a couple like this that ran pretty good though,one was a 396 big block that was as stuck as yours.
One thing for sure when you do get her fired up she's gonna smoke like hell for a little bit and may well foul some spark plugs so be ready for that.

I’m just not sure where to start at this point. It’s been so long since I worked on cars. Right now I’m reading up on testing voltage to the Opti.
First steps tomorrow is to check spark at all the plugs, and if the fuel pump is priming.

Make sure you have spark first of course then proceed with the fuel system.
Have some ether on hand to see if she'll fire at all.

I'd get the gas tank empty and refilled with fresh gas and replace any filters in line for starters,the filters may need to be done more than once.

I think my plan was going to be:
- Listen for fuel pump prime
- Check for spark at plugs
- Check fuel pressure
- Check injectors

Well definitely get the old gas out,it starts going bad after 30 days so anything years old is garbage and you don't want it in your injectors.
