No spark seem to be the issue? Even if you did not trust your tester the starting fluid would have cause it to try to do something unless you Cat is plugged.
40psi at the rail. Held fairly steady through cranking.
Checked IAC connector, A,D, ground all good. B (AC) only barely hit 1V while being jumped, but it got there.

Some weirdness tonight.
After testing resistance on the battery and ground earlier, I had the bright idea to test resistance from the positive terminal to the wires on the ignition junction. Bad. So I cleaned all that up, and got down to almost none. It might have been my imagination, but it sounded like the starter had a bit more pep.
That wasn't the weird bit. What was weird was I was testing the injector pulses with the noid, starting with the odds. 1,3,5,7 all tested good. 2 tested good. 4 did not light. Went back to 2. Didn't light. 3 didn't light.
Waited a bit, and tested again. 8 tested good. Six tested good. Four did not. Two did not. 5 dfd not.
Waited another round, tested 1, 3. Good. 4, bad. 1 bad.
Tried starting with starter fluid after the ignition resistance was lessened, nada. It did seem like it might want to start, the best it's sounded thus far.

Well you've gained a lot of ground in a short time anyway.
Have you pulled the cap off the Opti,might be a wet rusty mess in there if it's been sitting for years.
It's a PITA to get to unfortunately,the GM engineer that thought that it was a good idea to put the dizzy behind the water pump needs the snot slapped out of him/her.

The plan I had formed in my head was this:
Clean up the starter terminals, and while I'm at it get it tested. Might as well.
Look around for any other wiring that might need reseating or cleaning. Or if anything looks sketch.
Make sure my dumbass didn't mess up where all of the spark plug wires go.
Pull plugs and compression test.
If I get through all that with no hiccups and still no start, I pull the Opti. I wouldn't know what else it would be at that point.
Damn, those seem to be few, far between, and expensive as hell. How much of a difference would it make with no CEL?
Best I could do would be to order the cable for a laptop. Maybe someone around here has something I can borrow.

Decided to take a mental break today and repaint the tail panel. It was scratched, peeled, etc. I don't know that I did much better, but at least it's a ten foot job now.
Tonight we're going to retest with the noid and 12v on the injector plugs. After we make a final determination there I am moving to spark and compression. I did take a look to see if I had simply wired things up incorrectly, but it does not appear that way. There are some small cracks in the wire, so when I do the compression test I will replace the wires.

I'm not getting ahead of myself, but is it possible a previous owner put an Opti on wrong, and just gave up?
