The locks are there as a safeguard from getting them ripped off (stolen). The locks are not needed, they just interlock the latch mechanism. If they are locked and you don't have the key, you can just remove the locks and get replacement ones, or leave them out. I've changed t-tops before, and swapped the locks from one set to the other. No big whoop.
