That is not a rev limiter. That is a problem with the car. If there is a rev limiter it is in the PCM and would require reprogramming to change. My 96 was fine up at 6500 RPMs and it seem like it was still pulling when I left off.
There is something that is stopping you car from breathing. Even on cars with rev limiters 4000 would be way to low, Just look at your tac. They would not put a 6k tec in a car with a 4000 rpm rev limiter.

I'm with Gorn. Something is choking the car, preventing it from going past 4k rpm. That V6 should easily push to 6k, though the computer might be set to cut off fuel at 5800 or so. The only vehicles that would bounce a rev limiter at 4k are diesels.
Just out of curiosity, are you trying rev it in park/neutral and it won't go past 4k? Or are you out, stomping on it and it's starts cutting out at 4K?
