Not getting any power to the fuel pump relay and no signal to the injectors.
If I spray some starting fluid to it it starts.
I just had to replace the CPS now I'm have this issue.
The PCM BATT fuse is good, but no power on any of the wires to the fuel pump relay. If I hot wire the fuel pump it works, but the car still won't start because of no pulse to the injectors.
Any idea where I should look, why the orange wire is not getting power?

Just to let people know, because this seems to be a fairly common problem with GM's that use this same setup for the fuel pump relay. The PCM BAT fuse( #3 ) is also the Fuel Pump Relay fuse.
It not only feeds the Orange wire but as the name would imply sends power to the PCM and you will not get any injector pulse without this circuit working.
The Orange wire should be hot at all times and is connected directly to the 15 AMP #3 fuse. So either the fuse is bad, the connector inside the fuse panel is not getting contact, or the wire itself is fused or cut.
You will not get any power on any of the circuits of the fuel pump relay with the Orange wire being hot at all times.
These type of fuses have a test spot on the fuse itself, but the fuse panel has a notch so you can run the probe of the tester into the fuse block and test to ensure the actual connector inside the fuse block is also hot.
That was the issue I had, good fuse but corrosion inside the fuse block itself. I went round and round trying to figure out this issue, so save yourself some time, use that notch and test the fuse block too.
I'll upload a short video if anyone needs it, but just run the probe of the circuit tester into that notch where it will connect to the block with the fuse plugged in, don't assume because the fuse is good the circuit is being completed.
Also if you think your car maybe stolen, this is a great place to install a kill switch. I've heard many former car thieves say a kill switch is the best way to deter a would be car thief. They know how to bypass factory anti theft systems, but they want to do it quick, once they bypass the factory system, if the car does not start right away, they are not going to spend the time to figure out why.
Just a simple toggle switch on this circuit will kill the car and it doesn't have to be that well hidden, they will just move on to the next car.
