tps should be at .05 at idle. the idle setting up when a/c is on is normal.

 

i think its in the computer programming. my 95 blazer and my 01 silverado do the same think. if i put the trans in nuetral and coast, the revs stay around 2k. i believe they do it so it is easier to put in gear. now theyre both automatics, but i would guess they would do the same with the manual cars to make shifting easier.
