Default Is my bumper falling off?

I just bought my first car so please forgive the noobage before you.

Ok i just bought this 2002 Camaro standard 3.8l V6 coupe yesterday after i made the dealer fix it. It took 2 weeks and they sent it back to me with a sick scratch on the fender. Im guessing the scratch is because i had a ASE cert. inspector look over the vehicle twice and he found that they had cut the Service Engine Soon light wires after they "fixed" the throttle.

Now im doing a check on the exterior and i see this part coming off of my bumper and my clutch is not locking when i put it in drive its not loose to the point where it can slip into reverse put i can put it in neutral and pop it in drive if i give it enough force but it wont go past drive it will lock after that and it only occurs on those 2 gears.

Thank you for your help in advance

There are supposed to be some retaining clips that hold that part of the bumper up. One for each hole there, so three of them. The stock clips look like screws with the center part of it that comes out.

Do you have a manual transmission, or automatic? Pick one.
I'll go out on a limb here and guess automatic? Did I win?
To get the shifter beyond a certain point where it "locks", have you tried pushing down that black button on top of the shifter ****?

Yeah its an automatic. All of the other potions lock just fine and the button works well enough its only when i put it in neutral there is not definite lock feel and i can move it to drive with the same amount of effort as any of the other gears minus the locking button usage.

I dont think thats a problem. I may be wrong but from my exprience all autos will go from netural to drive without pressing the button. But look at the bright side. How often do you leave your car in netural anyway?

go to advance auto and go to the grommet section you will see grommets that say gm on them they are in a yellow box they are about 3 dollars for 3 put them in the bottom of the bumper and that should fix ut bumper from hanging down just make sure you make sure they are tight
