check your evap system. make sure you got all the vacumm lines hooked up in the right places. so this is constant and does it all the time? well all the time at a given rpm.

94 or 95 can be a challange to get a scanner that works on em, that may be one reason codes dont come up. i know mine (old style obd1) will flash some codes my scanner doesnt see and more times the scanner will show codes that dont flash. if the cam sensor is showing a rpm that is different than the crank senesor it should show a code.

I put some fuel injector cleaner in there. It made it slow down. It don't even rev to 1100 now. Maybe an injector got dirty? And for the seafoam I hear that can be bad? Because sometimes that guck holds things together and that seafoam cleans to good? I do have seafoam... Just never used it. My car has 152k

Sometimes seafoam can be a bad thing. If things haven't been cleaned in a long time the foam can clean the system and dislodge a built up film and residue that may coat the injectors and things causing more problems. If you use seafoam, you should use it on a decent bases.
