LT 350 Won't turn over

Okay, so here's the deal. I bought a '95 Z28 from a friend who had bought it off ebay. Night before it was suppose to be shipped out, the kid blew up the engine. So he bought an expensive paper weight and sold it to me for cheap.
I had bought a 350 from another guy who had built one for his Camaro before he got tons of parts stolen off his car so he sold his body and engine separately. When I got it from him, he said that he had done a 3angle valve job to it and replaced the piston rings.
I got the engine into my car, all hooked up and ready to go, I turned the key, it acts like it was to fire up, then stops. I tried to crank it over again, now all I hear is the starter ratcheting.
The starter is brand new, but when I try to turn the engine over by the crank, there's high compression and its hard to turn over.
What could be causing this high compression to where the starter can't even turn it over?
Any thoughts are appreciated.
