Yes you should have a OBD port. Originally it would have been on the left had side. right near you right knee if you where driving.
Google "Where is the OBD port on a 1994 Camaro" and click on images.
You need that port, there is a reason GM put those ports on all EFI cars. Even the best tech needs information to give them an idea of what is going on. The only other option is to just throw parts at it. Since you just bought the car it is worth it you replace normal wear items so you have a starting point for preventive maintenance (plugs wires, filters) but I would want the car running right before doing that. After saying that, a bad MAF sensor can cause the plugs and O2's to foul. Replacing the the O2s and plug may make the car run better but only for a short time and you may have to replace the O2's again if they get fouled bad enough. It is always best to not through parts at it. On out example lets say you get lucky and you replace the MAF sensor first thing. But the car does not run better because of the fouled plugs and O2. You put your original MAF back on because you are sure that was not the issue. If you replace the MAF and the plugs at the same time maybe the MAF is the fix but you cracked a plug when replacing it. And so on. The example I gave is just a random issue you could just as easily have in issue with the Opti spark.
A fuel gage is a simple circuit. You disconnect the wire at the tank and the gage will max out one way, you connect that wire to ground it will max out the other way. Difference manufactures switch which way it works. I always forget which is which on any given car. But you have either a broken wire or a shorted wire or a bad sending unit. It could be a bad gage also but that would be the most rare failure. Camaros are a pain to get at the connector at the top of the tank. You can cut a hatch in the floor, Assuming there is not one already. First test I like to do is pull that wire and see if it changes then ground the wire and see if it goes to the other direction. Then I will check to see if there is any power or ground in that wire with a multi meter. or a smart test light
