Eh.... Speed Sensor issues? Please help!!!

Hey guys I own a 95 Z28 and I love it! I love it so much I want to get another one! I found an ad for one around my area for a great price, but the vehicle has an issue. I have not seen the vehicle yet, but from talking on the phone with the guy this is what I have found to be a problem:
He says is needs a new speed sensor. He also says that he has the part, he just has been unable to spend time and money having it installed. He says that the car does not want to shift until about 4k RPM's. He says that it does shift its just not until really high and then that when he comes to a light or stop sign that the car will not downshift to a lower gear, but it instead stays stuck in the gear it last was in. He said that he can put it into nuetral or park and then back into drive and do it all over again. He seems pretty confident that it is the speed sensor and he also says that the speedometer does not work and that the two things correlate.
Now I see this as being a reasonable explanation, but what do you guys think? Do you think this is the speed sensor that would control that and the way it shifts? Maybe a shift-linkage or something of the sort? Please let me know what ya think and any advice, tips, or insight would be MUCH APPRECIATED! Thanks! I am going to go look at the vehicle tonight and will be making a decision based on what you guys have to say!

JMO but the speed senosr would cause the speedo not to work. I don't believe it has anything to do with the shifting of the transmission. I may be wrong but I had a speed sensor go bad on the conversion van I had and only thing that did not work was the speedometer. When I replaced the motor in my daughters camaro, I forgot to connect the wiring harness to the speed sensor, it shifted fine.

1994 and newer Camaros have the 4L60E trans which is electronic shift. The computer uses the signal from the vehicle speed sensor (VSS) and throttle position sensor so it knows when to shift based on the vehicles speed and throttle. A bad VSS can have everything to do with why it's doing what it is. No guarantees, but the fact that the speedo isn't working makes it a likely candidate.
