If you spray starting fluid/carb cleaner it should start. If it does your pump is probably the issue. If not you should verify spark as I said in the first post.
Just a FYI a bad fuel filter will reduce fuel flow and can cause the fuel pump to over heat and damage it so I think you may be chasing the right dog.

fuel pressue is about normal. as said check for spark. unhook battery to reset the system. computer may be unhappy and not firing the injectors. did you unhook anything while checking it out. make sure anything done is undone...

Ok so I got around to some testing today, here are the results.
No fire when sprayed with starting fluid so out with the meter. These results are according to the test on shobox site.
Opti wires tested at plug, unplugged from opti;
"A" Red/blk to ground =5 V dc
"B" PPL/WHT to ground= 5 v dc
"C" Red to ground = 12.56
"D" Pink/Blk 0.00 ohms with key off
Ignition control module;
"A" Pink/Blk to ground = 12.46
"B" White to ground AC v while cranking engine = 0.00
"C" Black to ground continuity = 0.00 tested at 20k ohm
"D" Wht/Blk to ground = 12.46
So is this telling me that my icm is bad or should I be testing further?
