WD-40 isn't the greatest lube of all time, maybe try some belt cream or whatever they make specifically for car belts.

I had the same problem with my carwith a belt that was only 3 months old, I sprayed it with WD-40 and it just got worse. I drove down to the parts store and bought a new one for a few bucks and I haven't had any problems since. Even though it's fairly new maybe you have a bad belt, I did. The worse that could happen by trying this is that you'll have an extra belt layin around for the future.

Don't spray belts with lube, it just makes matters worse. Take the belt off, spin all the acessories by hand, and check them for binding. If they all seem OK, replace the belt and the tensioner.

I suggest taking the belt off and cleaning it (both sides) and all the pulleys thoroughly with brake cleaner. And I wouldn't put wd-40 on the belt either. Under normal conditions you shouldn't need any kind of belt dressing. Did you ever spill anti-freeze on the belt? That alone can make a belt squeal like a *****, and oiling it up ain't gonna get it out, it will only mask it temporarily. You could also have a worn idler pulley, or another pulley out of whack causing the belt to track out of alignment, which could cause a squeal as it rides too far to one side of the pulley.
