96 Camaro won't run
According to the info on this link
http://shbox.com/1/pass_key.html
The BCM is what sends the signal to the computer to allow fuel to the injectors.
We have a 96 and when we bought it, the chip in the key was going bad. Sometimes, it would not turn the engine over at all and the security light would energize. At other times, the engine would crank and run but only for like 5 seconds then shut off.

Your BCM is prolly just fine. The main issues that happen with the BCM is the radio and RAP system cutting out. I posted a thread around here about how to fix that. Check my created posts for the thread. I wish the mods would sticky it or at least add a link in the how to section but it has not yet happened. Craby can you help with that? Anyway the BCM can be flashed to forget about the VATS pellet in the key and allow the car to start no matter what it reads. GM will charge you about $100 to have the work done and it only takes them a little while. Make sure the BCM is not dropping the radio before you have them flash the unit. Getting a new BCM will cost you about $400 + programing if you install it yourself or about $600 for GM to do it for you. The link above should help if you want to just bypass the VATS issues you have. The only drawback to that is the car can be stolen very easy after the bypass has been done. Remember back in the late 80 early 90's when Camaro, Firebird, Cutlass, Monte Carlo, Jeep Cherokee, were listed on the top 10 most stolen cars... this is because that column is easy to jack and get through. Hence the VATS system which made the cars with it almost impossible to steal.

Another BCM is not going to help unless you use the key that the new BCM uses or fit a resistor where the other one is that is = to the one in the key. You do not have a TDR in your car the BCM handles all the VATS work. I would see about hunting down a set of schematics and start ringing out some wires here so you can rule out bad connections.

I did bypass vats under the steering wheel to the correct resistor for the new BCM. I also managed to find a used one, for free, that seems to turn over even with no resistor attached to the wires. Also, I checked the schematics from shbox.com and the 96 does have a TDR and it connects to the BCM.

Via that schematic I only see the BCM in the system and it trips the antitheft relay. Now that part will only effect the starting circuit of the car not the firing of the injectors. Lemme see if I can study other schematics of the BCM circuit to see if I can come up with something for ya.

I went to my dealership today and looked up the VATS system for your car. THey are nice and print me up some schematics from time to time. This time they only let me look through the book. Your BCM is the only part of your VATS system and 96 if the first year that the BCM takes full control. The schematics on the site are for the older system that has the 2 units that work independantly.
Check and see with your local dealership and see if they can print you the schematics. They were too busy to help me today but they did let me gander through one of the tech pubs.
