95 caMARO 3.4 DEAD
Start by checking battery cable connections and fusible links on passenger side of engine bay. Fusible links connect to the + cable inside the little red plastic box. The links blow under the insulation and sometimes damage won't be noticeable without testing. If a link is blown then there is a big short or overload that needs to be addressed.

That does not make a lot of sense. There are two sides to your fuse box. Power all the time and powered key on. There is a lot of stuff that can be wrong to stop key on power but all that is between the fuse box and power all the time is cables and fusible links. Does you horn work?

woh, wonder what happened to my response. the breaker is for the lights and defrost. there are two of them in the inside fuse box. here is a ignition schematic for your year. start testing wires.
The two little breakers are for the Defogger/Seats and Windows.
Fusible link E or the red wire from it to the rest of the circuits is defective. That feeds everything on the ignition switch, power accessories, and horns. That's why Gorn asked about horns.
