Did you happen to check the dark green wire going to the fuel pump relay coil with an continuity tester to see if was grounded or broken between the relay and the PCM? Otherwise, I'm not familiar enough with how to confirm an internal problem in a PCM, but that's where I would be looking.

If you have followed the trouble shooting chart through "ALL" the different steps to reach the final box that says either wire 465 is open or broken, shorted to ground or the PCM is bad, replacing the wire should have eliminated everything but a faulty PCM. You have verified the Theft Protection Module is providing a ground to the PCM to enable the fuel pump which is the only other condition I know of that is necessary for the PCM to activate the fuel pump relay coil. That would leave the PCM contacts not closing as they should when the computer's program requirements were met. As I have said above, I don't know what else can be done that could verify this condition before replacing the PCM. Maybe someone who has more experience would know.
