Gorn, if the VATS was the problem, I would think the starter relay would not allow the starter motor to energize either. The Theft Protection Module provides a ground to the PCM to enable the fuel system. Might want to verify this ground at the PCM when the key is in the on position. Could help explain no signal from the PCM.

Go to the schematic on the attachment above. Circuit 439 is the pink wire coming from IP fuse #5 and it goes to the fuel pump relay and the PCM. This is the 12V power supply that operates the fuel pump.

As for the Theft Protection Module fuel enable signal, I'm not sure the best way to test. I would think you could disconnect the blue connector and use a test light connected to a 12V source and pin 23 of that connector with the ignition "ON" to see if it lights. Remember, this is suppose to be a ground signal.

I would think the test light would just light with the Theft Protection Module sending a ground to the PCM. Not an electronics guy, but I would think a ground is a ground and not measured in MHz. All you are doing in this test is confirming a ground is being sent to the PCM.
