Default Inoperative handbrake?

Hey my handbrake on my 86 camaro has never worked since ive owned it (4yrs) but this year the garage have decided to fail it! the cables look ok, its discs on the back does anyone have any pointers i can do myself before it goes back for mot? thanx

If your car has an automatic transmission, chances are good that your hand brake has never (or rarely) been used. What that inactivity can do is let your cable rust and lock itself to the casing. You need to first disconnect the cable in back and see if it moves freely, independent of the brakes.

also, the rear calipers have a tendancy to lock up from inactivity. they are the most complicated caliper i have ever seen. i replaced all the cables and the calipers on my car, and they were seized again in 4 years

Can you not pull the handle or does the handle move freely? I'm guessing either the cable has stretched out and you simply need to tighten the bolt, or I've heard of cables slipping off of where they're routed which causes them to not tighten also
