Not enough info here really, are the heads completely stock?
1.94 valves or 2.02?
What compression ratio is the engine? what type intake manifold? what exhaust system?
All these variables make a difference in cam selection.
You also didn't say what type of use for the engine you have planned.
A good drag strip cam is not the best for a daily driver street car so what you expect out of you car also has much to do with the definition of what is a good cam for your 400.

the heads are 64cc, I have flat top hypertec pistons. I was thinking about getting a edelbrock performer intake manifold

I dont have any idea on an exhust system...

I dont want an all out drag car, im kind of going for sound and performance

Got headers?.....if not you'll need them for it to breath right.
That 750 is a big carb,I would think you are over carbed it that's what you have now without a cam or headers.
Is the 750 on the engine now? if so what intake is on there?,750 carbs don't fit a stock intake.

Anyway a performer is a good street intake,I'd stick with that or another dual plane and go with a mild hydraulic flat tappet cam.
The two most common mistakes guys make is too big a carb and too much cam when doing a street build, they sound cool at idle but fall on their face when you mash the peddle and don't run worth crap till the top end of the rpm range, not what you want in a street engine.

Summit has some deals on cam and lifter kits that they have made for them and brand as Summit.
Pretty hard to beat the price.

Something like this should work pretty well in a 400,I wouldn't go much bigger in your application and you'll definitely be able to hear this one.

no I dont have any headers yet, but what do you think about this cam
http://www.jegs.com/i/Lunati/638/60103LK/10002/-1, this is what i had in mind but i wanted a opinion

but about cams, i was told that there the brain of the motor, you have to get everything to match that rpm band...

I havent put the motor together yet, i still need a oil pump and a oil pan, everything is rapped in plastic right now

Looks like a nice street cam with lots of low end especially with 400" of motor.
Are you using an auto trans or stick?

Then you need to stay with something that doesn't have too rough of an idle or get a higher stall converter.
I think you'll be alright with that cam but you might want to find out what it idles at.
