I replaced the ecu, plugs, wires, and distributor cap. There is fuel in the rail and it does not respond to throttle.

 

check fuel pressure. change fuel filter if it hasnt been done in a while. do you have a spare ignition modual/chip? it may be worth changing to see if thats it. one going will do strange things sometimes and it is a good idea to have a spare so if you get one and its not the problem put it in the glove box with a screw driver.
