And this is while the key is off? Faulty ignition switch possibly then, as nothing related should be getting power when it's off.
Can you throw a test meter on the relay connection and see if power cycles on and off there?

Are you saying that the fuel pump runs when the key is not in the car?? It just runs all by itself ?
