I have the same problem.
I tried replacing the tach but it didn't help. A friend of mine with a 91camaro had a similar problem. He said he bought a new guage cluster and the problem went away

It's a piece of cake! you have to pull the headlight **** off, there,s a button that needs to be depressed, and then pull the **** all the way out, and your right 350rs theres 4 screws, you remove the plastic lens cover after removing the dash face, all you need to do is tilt the wheel all the way down , and pull out the top first then slide it to one side, but watch the odometer trip button and then roll it out around the column. there is two brass connection contacts that the cluster locks into, if you clean these contacts with a cuetip and alcohol, it very well could correct your tach problems, just be careful not to touch the back to much if you do wipe your finger prints off. good luck.
