Actually, if you plan on paying any decent amount of money (or time) on a paint job, you would be best off removing ALL the paint down to the primer. Most of the third gen Camaro year models (I have one too), as well as other GM models, had some serious clearcoat deteoriating problems, as well as terrible primer-to-color adhesion issues, which causes the paint to come off in flakes, or even sheets. Painting over what is already on the car will only give you a paint job that is as strong as the original paint, which isn't strong at all. You'll wind up having the old paint still flaking off, and taking the new paint off with it. The only way to do these the right way is to completely remove the factory paint.

All that stuff about paint coming off would happen early. If his has been hanging on for 21 years then it should be fine. I think that bad paint also depends on where the vehicle was assembled.

I thought I told you before Camaro69 it is the fault of all other 47 continental states sitting on their azzes that makes California work harder to clean up the air. 
But how low was it before your car FIRST started to peel? When it starts, depending on the conditions of how, will tell you if you have the problematic paint. My car was repainted. The previous owner said it was in an accident when it was new. He must have taken it to a hack shop because the work is terrible, body and paint. On the repaint, the clear is peeling off the paint. They painted over the old paint. I know this because I started to repair it and found this out by sanding. They did not repaint the whole thing. The original paint, the windshield post and the small area of roof on a T-top ( yes they painted the whole rest of the car and left those areas alone. Blended both quarters to the top and left that 12x36ish area) are still unharmed.
