92 V6 hard to start and stumbles

10-4 that what i thought just double checking with the pros, now where is the regulator, the tank?

It's well after the tank. You should be able to find it just by following the return line from the tank (that would be the fuel line that doesn't pass through the fuel filter) You don't need to worry about that untill you've done the fuel pressure test, though, since you can't tell if it's working just by looking at it (unless it's REALLY bad.) Although you may want to ake sure it isn't leaking fuel into the vacuum line that controlls it. You could do that simply by pulling the vac line and smelling to see if there's any gas in it. If you smell gas, get a new one, if not, do the pressure test.

well did pressure test and it running a idle it was about 36ps1 and with some gas it went to about 40ish. we replaced the IAC i tried starting it once since then when it was cold and it seemsto work better, but still stumbles when i drive it mostly from low rpms in any gear (5spd) so its probably a few things put together, the car sat for a long while and it stumbled before they parked it. but it was never hard to start.
