91 camaro 5spd 383 stroker (was 305) starter issue

Default 91 camaro 5spd 383 stroker (was 305) starter issue

When key switch is turned to start the starter just grinds. Not fully engaging. Only thing that works is running a jumper wire with a push button start. I have replaced both positive and negative battery cables, checked grounds, replaced neutral safer switch , starter relay. It seems as if there is not enough power going from key switch to starter solenoid

How many volts do you have on the start wire on the solenoid?
How do you have your ground cables routed....negative battery directly to block and block to frame and body?

I have 12 volts. And yes I got negative to frame then two grounds from block to frame /body
