car will start with key but will not turn off. had it checked some one put toggle switch to ingition fuse to turn off any ideals what might be the problem thanks

 

The ignition switch is bad and needs to be replaced. Or, it could be loose/out of adjustment. The switch has slotted mounting holes, is screwed to the top of the steering column, located down closer to the firewall. The "key" is just a mechanical tumbler assembly that operates the switch with a long rod.
