Should be but I'd look at the block to be sure all the accessory bolt holes are the same,if not just get the right brackets for the 400 motor.
The starter should bolt right up but may need shims for proper fit as with any starter swap on a Chevy from one motor to another.
As far as motor mounts and trans/bell housing,intake and exhaust no problem they're all the same.
