Default Car backfiring/running rich?

Hi, I'm brand new to the forum, and brand new to owning/working on my camaro. I just bought it today actually, but I want to get to work right away and learn as much as I can.
The car backfires while revving it up, and was backfiring while in 4th when I'd let off the gas. The previous owner explained to me it was because the jets weren't the 2 right numbers?
I was wondering what steps should be taken in order to have my car running right/ tuned properly.

I'm very new to working on cars, so sorry if my terminology or knowledge is lacking. I'm trying my best to learn though. Thanks for the help...

Chris.

Welcome to the forum, nice looking ride.
I would start with a tune up; new plugs, wires, cap, rotor, oil, oil filter, air filter and fuel filter. Check the timing after all the new stuff and get some fresh fuel. Once that is done you will have a better idea of how the car runs. There is a chance the backfire will lessen and diagnosing the problems will be easier.
